I just think it will take careful planning so as to ensure everyone is clear on what should be refered to the "video ref" or whatever he will be labelled. Also what he is allowed to comment on, for instance Leon's "handball" at Pompey last year, if he did handle it, which is debatable, he was pushed by Steve Stone(?), so if the question was, did he handle it, then the answer may well be yes, however if the question was is it a pen, then the answer is no, complex.
