I don't understand Twitter

Stephen Fry uses it to post supposedly amusing things like "botty", I know that. And I know it's a way to spread bite-sized bits of gossip or information

But what is "following" on Twitter and how can LOJ ask someone to "tweet his email" and why the f**k do people BOTHER with all this?
