It's like I used to say to people who'd spend an afternoon in the pub

watching horse racing. They'd be 10 of them all betting on the same race, and I used to say why don't you do it amongst yourselves instead of giving it to coral. At least that way you have a pot and you could form your own odds and at least one of you would win

When the 25/1 shot won and none of them were on it, it would just seem stupid that the bookie did

But then, that's the same thing, good idea in principle, but in practice, people would get all uppitty and paranoid that it's fixed, or blame someone else for winning all the time etc etc
