I don't really know, but that's not the point from my angle. That's for the police to decide. All I am saying is that for the functionality it offers, it's not that high a price. You could do it a bit cheaper if you retained an IT development team (more expensive in the long run) but from an external company that's not so bad.

Cutting crime ? Hmmm. Well, at least it will prevent a few IT consultants from having to resort to dealing crack.
