Out of curiosity re: Pompey owing clubs money for transfers..

I read on the oink'un last night that in our accounts it said we were stilled owed ?4.5m from various clubs for transfers. Would this have already been taken into account with the debt figure? e.g are those transfer fees included in the 22.9m or are we effectively only 18.4 in the red? Sorry if this is a stupid question.
