I'm giving my opinion on your statement that the job has constantly been unstable - if anyone else agrees, disagrees that's up to them.

A manager's job is unstable if they are doing a bad job/below expectations. It's just the way it is. The board are happy to back the manager but in recent years the managers have done poor jobs.
