Roeder would've resigned if he was told he couldn't repeat what he'd done first time around to save us from relegation, the fans (who at that time had respect for the cock) would've turned ever more sour claiming the board won't back a potentially great Norwich manager and it would've been a bad move all round. To say the loan policy was flawed from the start is using great hindsight.
The fact is yes perhaps they could've said something once he'd brought in too many loans but by then it was too late anyway.
