Actually, saw it on BBC Breakfast this very morning.

The canal was in Oxfordshire, only there were no skates, or skating as such, just kids on the ice in normal footwear, walking and that, and the tone of the piece was "FOR GOD'S SAKE DON'T WALK ON THE ICE, IT ISN'T SAFE".
