Mainly yes, not on clubs land though. ANything off public highway is them.

Stands need to be clear as well.

Is mainly council, club will need to do some work.
Can start now, but if it comes down over night they'll have some work to do tomorrow.

Highly doubt it'll be necessary but what they hell, doesn't hurt to offer.
