Take it apart and hold the lower section (i.e. nib etc.) under hot running water for a few minutes. It should loosen and dissolve any old crusty ink bunging it up.

When you pop it all back together with the ink cartridge you may want to hold a wad of tissue on the end of the nib to wick any remaining water out and draw down the ink.
