The fact he has tried numerous times to get Seaborne obviously shows he is players he wants.

Doesnt sound like he ruled it out totally, just they cant get a deal done, plus he is letting Exeter know he has other options.
Seaborne is out of contract soon so Exeter might have to take a deal now or risk him leaving for nothing.
