is that we can't make any assumptions either way on the basis of one still photo of each scenario. There may be video footage of exactly how each of the people obtained their food. AP may have such footage, I don't know, that's why I won't comment.

Having been a Mariner for most of my working life and having experienced a hurricane (Hugo - Charleston, South Carolina in 1987) myself, I feel very sorry for ALL the people affected and they are welcome to any food they can obtain by whatever means, in such circumstances.
