Been going on in public sector science since Thatchers days

Get a degree or PhD, do three years and if you have added to your project leaders "standing" have another three year contract, if not farewell.
It took us, I was a union activist, a decade to get any form of redundancy pay for these people. Always struck me their lives were a series of probationary periods. As always its the public sector that gets screwed no matter what colour the politics.
