never presume

People say 19 10 because it is easier to say than one thousand nine hundred and ten. To say 20 10 isn't THAT much easier to say than two thousand and ten.

I have noticed Americans use the version you like for the 21st C whilst the brits prefer the other method. So you would be incorrect in your presumption.
