the judges can reduce the sentence in exceptional circumstances. Recently a man returned from usa with a gun he held legally over there, and it went into storage with all sorts of crap, for 5 years. he didnt pay his bill so the storage people took his stuff and called OB when they saw the gun. His sentence was reduced to 2.5 yrs
