as per the severity of the incident.

This isnt a case of object throwing and hitting someone.
This is a illegal object causing an advantage to one team.
Yes the ref should have stopped the game and removed the object. he didnt.. his error.
Yes he should have played a drop ball when the ball hit the other ball and went in.. his error.
i am surprised not only he got it wrong, but apparently he spoke to the the other ass ref and 4th official.
