This argument came up for the last World Cup and they decided NOT to seed it. However, spookily the four teams that would have been seeded managed to avoid each other. At least this time they are being honest!

And with regard to your question about the rankings, Norn Ireland's results over the past few years have been a bit better than the Republic's, who haven't beaten anyone worth mentioning since pretty much forever...
