I do think there's a sense in which using the same seedings twice

is a bit unfair.

ie - you get seeded in your group. If yu f*ck it up so that you only reach the play-offs, you shouldn't get the advantage of being seeded again in the play-offs.

Otherwise it would be rather like, in the finals themselves, taking seedings into account once everyone had got to the second round. so that the 'big' countries were rewarded again.

You wouldn't do that - once a tournament has started, its down to results and nothing else. I would have thought the same should be true of a qualifying tournament, personally.
