Not just their pay, but the number of them.

There isn't a local authority in the country which doesn't have too many (i.e. any) useless promoted-such-that-they-can-do-no-harm virtually unsackable middle "management" (but with no actual management responsibilities) w**kers.

This is my specialist subject, and it winds me right up.
