I would say that it is possible to be in a state of permanent suspense where no answer is ever given.
However in this instance I think what's really meant is suspended without a fixed date for the end of that suspension. If you went on about this a player who is suspended for three matches is on permanent suspension for the duration of those matches, as there is no alternative to being suspended.
Or I don't have a clue
