It is a strange one...

I think he suffered a serious injury when he left his last club (Fenerbahce?) and hasn't really recovered fully it seems. He's been linked with a number of Prem clubs since then so i'm surprised that no-one has taken a gamble on him, maybe on a pay as you play deal if the injury's still a concern.
