Why not just report the facts?

Why justify the decision with frankly questionable reasons?

Does anyone seriously believe that it's now going to cost more to police future games just because 2 fans got on to the pitch? What are these extra costs going to pay for?

Its far more likely that the policing costs were going up anyway but its convenient to blame these two fans as a way of deflecting any criticism that they felt they may have received for banning them.
