a couple of points

1. We have no hope of "balancing the books" because we pay too much out (in wages, in managerial pay-offs, heck even in debt repayment).

2. This "rumour", why would BG be in charge of player sales all of a sudden? It has always been the case that if a player needs to be sold for financial reasons then the board make that decision over the manager's head.
Assuming that BG was treated like any other manager then he would have given the board his wants list and they would have recruited to fit the budget. If they were to be moved on then the board would have done so, and probably before acquiring replacements.
