Happened to me with plusnet the night before last.

No mention of anything, all of a sudden it's 2.2 Mbs.

I did get an email this morning about "changes to terms and conditions" and I haven't yet read the new t&c doc, but I will do, and I'd advise you to as well if your still with plusnet. When I worked there that was the #1 tactic for shafting the customer base.
