i can recommend this book User Posted Link if you're particularly interested in the Brits in the tour (with bits about English speaking rider in general too i think)
for a general history of British cycling i really enjoyed the following User Posted Link it's all the better as it isn't really written as a history of the sport - it does help explain why the Brits have traditionally produced time-triallers and track riders as opposed to any big tour winners
