um, sort of, but not really...

they use different engine suppliers and i think Red Bull get the new bits first - a couple of seasons ago Torro Rosso would just use the previous season's Red Bull, but with the regulations having been played with so much this season i don't think that's possible anymore - i don't know how much seperate development goes on with the Torro Rosso.

The FIA (Max Mosley's lot) were going to allow other teams into the sport which didn't design and build their own chassis, but then had a change of heart and kept that sort of thing against the rules, it seems that everybody is happy to turn a blind eye to Torro Rosso doing exactly that though.

(oh and Torro Rosso is Italian for Red Bull - they used to be the Minardi team and they were Italians so they kept with the Italian 'theme')
