I got that on on of my pcs

My av was completely up to date as well.

There's loads of eroneus tips to get rid of it by installing loads of junk when you try to find a fix by GIYLF.

In the end it was something like my proxy server setting had been set to User Posted Link on my browsers
I removed it and it resolved it.
