At risk of getting into a debate on this -

I disagree completely with your last point. I think many - most? - other countries find the whole debate amusing rather than shocking.

As for your main point - they're underpaid, and they have been fiddling their expenses to compensate. With the encouragement of the authorities.

It's hardly edifying, but it's exactly what you get if you underpay people, and then allow them to set their own expenses rule. (In secret.)
