Technology Question - Help Needed

Good afternoon all,

I was just wondering if anyone knows whether it is possible to have Broadband internet if you only have an incoming calls only package with BT?

I have googled it but didnt really understand anything i read. Im trying to find out for a mate who doesnt really want to change his phone package as he has a mobile which does all he needs.
