I thin his reasoning was that

they needed some justification for not giving him the job permanently (this was while he was still caretaker), and so they told MD to slag him off.

Of course we soon learnt that was all bollox when they then gave him the job.

But then Creo will grab any opportunity to suggest that they're 'deeply unpleasant people', or someting similar.

It's just not usually so obvious that he's making it up.
