Why does terminal decline seem inevitable?

Not a flippant question. I'm well aware of the bad times over the last 5 years. But is it so impossible that the cycle might turn and some decisions made by the board work well? We have a solid (it seems) fan base, a growing city and the opportunity to rebuild the squad.

And nothing else to do on a Saturday apparently.
