Blimey, ambitous plan, I quite like it though.

Certainly something you can do in cities on top of office blocks.
Rig up the solar panels, attach some (smaller) turbines to the outside.

Exactly how practical the peer 2 peer grid idea is in reality i don't know.
Interesting though.
