Where it occurs is irrelevant, it has to be a deliberate attempt to control the ball or

alter its path with the hand.
So if someone blasts a shot from 2 yards straight at a fella on the goal line and it just happens to hit his arm, its not a pen.
UNLESS, his arm is in an unnatural position, or there is clear movement of ball to hand.
