That is a lie for a start - Stockport are doing it now because they know they can clear debts WITHOUT the 10 point penalty affecting their season or causing them any harm whatsoever i.e. to gain an advantage. That is PRECISELY why the deadline was brought in - remember Leeds doing it with one week to go the other year or Boston (?) doing it at halftime in their last game. It was brought in to stop clubs who knew the 10 points could make no difference to their season going into admin with no risk and thus to ENSURE that clubs suffered from their 10 point deduction(providing a disincentive to go into admin).
The reason I suspect that Stockport have effectively gotten away with it is that MATHEMATICALLY they can still go down this season with the 10 points taken off (although it would take a stupidly unrealistic goal difference swing to do it).
If the 10 point deduction could not possibly relegate Stockport then it could make no possible difference to this season and thus would have been carried over to next (like Southampton's, whose 10 point deduction this season would make no difference since they are already down).
