are loans allowed to win it?

I thought I heard someone say they couldn't. For me Clingan has been far and away our best player (even when he's been rubbish) You watch him with the ball and instantly make space for himself and keep it, then you watch Russell in the same situation get the ball and instantly be tackled, and you wonder why.

Croft had about 10 good games during one spell this season, the rest he ran around alot and tried very hard but no way POTY. Then again, hardly a great season to win it.
