was Dave Williams not in charge of the academy up until recently? or was he in charge of something else?

Martin was promoted from within though wasn't he? if so i guess he'd be at least partly responsible for the failings even if it were to be argued that any changes made within the academy structure would have 2-3 years to really feed through to them producing players for the first team squad?
