I'm wondering who's stolen all that debt that's been written off

surely Zimbabwe don't need to go into hyperinflation if you can just turn round and go "that 150bn debt, well, erm, we just not paying it and you'll just have to accept that we're in charge, see ya later Zimbabwe, sorry for your troubles though, shame about that and stuff!"
