How are the police to blame for 3,000 football fans trying to squeeze into a pen designed for 2,000?

There were 3 tunnels; right, centre and left. The choice to go into the centre tunnel AND PUSH FORWARDS TO GET A VIEW was made by the fans.

So there was a choice; the police did not force fans into the central tunnel, and those who tried to enter the already-full section contributed to the crush on those at the front.

Let's not kid ourselves; SYP were poorly prepeared and reacted badly to an event that was, to them, just another outbreak of hooliganism, but the fans who arrived late and surged down that central tunnel were the cause of the deaths.
