A new rule for football, please discuss and send to FA if you agree

I'm SICK to the back teeth watching the team in the lead make late substitutions where the guy coming off walks at 1 mph and then we only get 30 seconds added at the end. It infuriates football crowds and actually encourages teams to waste time with subs.

The new rule would allow the ref (in his discretion - need this bit in case there is a genuine injury) to start the game again once the board is raised and if the player coming off is not off the pitch that's his bad luck, that team has to play with 10 men until he gets off the pitch. The guy coming off cannot touch the ball and if he does he's sent off. That would soon sort it out.

Great rule or what?
