That's how I understood it -

The TV fixtures are presented to the clubs by Sky Sports as a "fait accompli" and that's it.

The only reason I think it could be refused is on police advice. I also believe that under the terms of contract that Sky has with the Football League & EPL, Sky only have to give a minimum of two weeks notice to move a fixture, which is what Sky did Chelsea vs Everton a couple of years ago when they moved the game to a Thursday evening.

And if clubs now have game on Sunday, and then have to play on a Tuesday, the game is automatically moved to a Wednesday. New rule this season.
