because they have had reasonable budgets by the standards of this division and haven't got results to match.
The Board have provided those budgets, which is their job. Most people know, however, that they can't conjure money out of thin air so there is no point criticising them too much.
At the end of the day, though, picking managers (and players) is a thankless task. It isn't a science. Roeder (and even Grant) looked a good choice at first. You never know how things will turn out
