to break up this Mass Wrath Love In, but if Better Management was so easy don't you think they would have got the hang of it by now?

Managers are appointed because of their (so-called)expertise and so it is they that normally carry the can.

The Board have this "we allowed his to buy a rifle but he was the one who shot 37 innocent kids" defence, partly though necessity (they can't be sacked) but also partly through historic precedent.

Very, very few managers are ever 'good' all the time.
