it wasn't that the south stand couldn't be used

it was just that it was costing more and more each year in maintenance costs to ensure its continued use

iirc the board decided that it'd be better to spend that maintenance money on interest payments on the money borrowed to finance a new stand (put very, very simplistically anyhoo)
