that our board love to brag about, the whole "we have the facilities, we have the contacts, we spend the money, but for some reason it goes wrong"

It goes wrong for a reason, and after 13 or so years, they've proven it doesn't just go wrong through bad luck

I remember reading all this in 2000 under Hamilton, and I'm hearing it all again now
