To put the problem simply

The theatre of chips is in the hands of the liquidators tidying up Scarborough FC's debts. They believe they can settle more of the debts if the site is sold for housing and flats.

However, Scarborough Borough Council have legal jargon saying the site can only be sold on for the purpose of it being a sporting venue or facilities. SBC want to bring Scarborough Athetlic home to Scarborough but just havent bothered getting round to buying the site yet. And in the mean time the place is getting torched and vadalised and the repair bill is going through the roof....
