It is a standard, contractual clause, designed to prevent a change-of-ownership creating a dispute over the outstanding debt.
Interestingly, way back when, it was assumed that Mr Cullum would have no difficulty in renegotiating the terms of that debt. The current banking situation combined with Towergate's exposure to it makes that less than likely.
It would be much preferred if you would ask him why the club continues to pay such high wages when it plainly does not produce better on-field results.
