How can you quantify that?
If the team are doing well, then it makes the decision to stick with the staff/squad an easy one and stability develops from there, but if they're not then where/how do you make the decision that what we have is dross and needs changing, which would then create upheaval and a need to start again, so working against the stability and creating an uncertain environment for any future success to build stability from, thus purpetuating the vicious circle.
