A hint at something? For me it reads as if there may well not be as much money coming from the board next season as there has been up till now.
If they are feeling the crunch in their business's this is not surprising.

May be a positive, focus the managers mind on finding good players, that view us a step up, and want to be here. Rather than 'average' players in and around this level and expensive loans.
