Same as how e-mail rarely (or not) used in insurance for instructions to incept risk etc.
Generally speaking, e-mail is considered to be less secure than usual mail, which is considered to be totally secure.
Despite, of course, being very unsecure, but if it wasn't considered to be secure it would rather screw up UK business.
Fax, being hard point to hard point is much more difficult to intercept/mess around with etc so is secure communication.
