He was a right spethial case though. Special Needs (capitals deliberate) no personal hygiene and stained clothes. And seemingly the council couldn't sack him, so everytime he was caught downloading porn at work (usually a couple of months into each job) he was just quietly moved into another department.

No idea what his name was, but everyone called him Tommy.
